laguna II epb

Asked a question about this the other day but didn't get any responses but now have more info.

Basically had my rear discs and pads replaced one side was down to the metal and the handbrake now binds on the down to the metal side. After a local renault specialist has had a look at it he claims since the epb motor was allowed to go beyond its limits since the pads were so low that the motor unit is now broken. My first mechanic has quoted about an hours labour plus 405 for a genuine item plus another 20 to the specialist to code it to the car. Is this likely to be the case or is there any other repair that could be done???

Specialist also claims he changes megane ones on a weekly basis and laguna ones nearly as often and they generally last between 80 and 100k
