i had a cutomer in who worked on a building site and had the same problem

i tried everthing to remove it, panel wipe thinners ,i tried picking it off and masking the sourounding area and using a plasic wedge to remove it but nothing shiffted it

it sets like cement when its on the car body work and in the end i ended up painting the panels as it was impossible to remove with out damaging the paint work

it may not be the same thing but from the way your describing it,it could be?????

they may be a way round paint work but unfortunatly i dont know the answer,may be some one could enlighten us
