I put out for a miracle - and I got it!
I used natural sugar cane white vinegar 10%, applied it gently with cotton buds and the splashes dissolved away in under a minute!
There are few feelings like the one I had when those splashes came off!! Fortunately it was cement slurry so pretty watery when it first hit.
I washed and waxed, but by the time I finished it was too dark to check if there has been any residual marking. But all indications so far are that the paint is back to pristine.
