They do, and they're called trikes.
Kidding aside, there are a couple of scooter manufacturers (Piaggio & Yamaha) that are producing models with 2 wheels at the front, and a single wheel at the rear. They are more car driver friendly as they can stand unaided/without support.
The 125 versions can be ridden by a car driver after they have done a cbt and with +100 mpg, they are very cheap to run compared with a car + driver (and no passengers).
£15 annual road tax just sweetens it further.
