Some cars have a safety device which means the car won't start unless the clutch is depressed - it a safety device to prevent small children (and some adults) accidently starting the car in gear. Are you saying the car only starts when the accelerataor is depressed.
I come from Northern Ireland and haven't a clue about UK registration systems - additionally it is always best to quote the year of the car. So what year was the car constructed - not when it got its registration plates.
