Could be the callipers are sticking and/or the brake cables are seizing up. Actuate the brake and check that both are moving and moving together. May just need a good liberal dose of lubricant to get things moving again.

I’ve had a look see and all seems to be free enough.
What I did notice though, is that the rear off side hand brake lever on the caliper, doesn’t go all the way back to the stop, when the hand brake is off.
