Okay, just to update everyone,
The top nut is a 22mm ring, the bottom nut is a (poor) hex 22mm. I would not recommend using a standard 22mm spanner on the bottom nut in case it slips,- I used an old four prong wheel brace.
I paid 69 Euros for a pair of new shocks, the spanner was another 6 and a half.
You can see below where the shocks tend to snap (at the top of the 12mm rod).
