The law clearly states not only must you tax your vehicle but also dispaly a valid tax disc. In Belfast a few weeks ago a guy bought a brand new Bentley or the like and took it out for his first drive assuming the tax disc would follow in a few days or so. Parked it outside his offices and a few minutes later he returned to find it clamped with a £120 release fee plus a fine for not displaying a tax disc. He had to have the vehicle lifted on a trailer and returned to the dealer for storage until the disc is available. Whilst he was angry in the end he admitted his vehicle did not meet the requirements of the relevant road traffic legislation.
Regarding the insurance I would insist on a paper copy not only for tax purposes but also for use if I went abroad for a few days.
