A service history wouldn't need to contain any personal data or information which could be used to identify an individual. So i can't see how the DPA would apply to it.
I agree it shouldn't contain personal information but many companies can safely use the DPA as a reason such as security. I can think of a few security reasons.
Also it will depend on how their database is set-up. For instance if they search their database they will need either a reg., no. or VIN number or a name. Obviously to produce the records without disclosing personal or financial information they would need to filter out such data or such and that will take time costing money. As the company is under no obligation legal or otherwise many decline.
