You'll probably find the problem is mostly down to silicon used to treat the mould when the bumpers are manufactured or treated since. It can be a devil to get rid off and will cause a reaction when painted. There are special paint additives which may overcome this problem but they tend to be only available to the car paint trade. Generally they are known as silicon inhibitors and adhesion promoters but even then it is known for the paint to flake off. A professional body shop may be able to do the job but at around £150 plus per bumper it can be expensive.
