Hi there, only just noticed your post.

Its not easy to advise when you are left to sort out other people's poor repairs - it would sound as if the last owner just used what came to hand, and probably sprayed over everything (without even rubbing down the edges of the flaked paint)...

Normally, I would recommend the use of a cutting compound (you'll be forever using T-cut). But this in itself may be a waste of time, if the bonnet needs a full rub-down and repaint.

Can you post a couple of pictures? One of the bonnet from around 3 feet away, and the other a close-up of the 'worst' bit? I wouldn't like to give you direction without some idea of what its like.
