The OBD socket is in the interior fuse box (under glovebox) it's to the side of the fuses / relays and is OBD (not II). I had similar issues with my '94 RT Clio. Originally cured by tightening the battery terminals. But later I found the alternator brushes were worn, got a replacement alternator from breakers for £15 and fine.
