MOT failure again!

I'm so disappointed...

I bought my Clio from new in 2003 ('53 reg) and in the two years its been required to have an MOT, its failed both times. Last year it had a broken rear suspension spring. Fortunately it was just within warranty so i got renault to fix it. This year the problem is the middle rear seat belt clip, which wont engage with the buckle. If you push the button on the clip first and then push the buckle in it will lock and unlock fine - but they still failed it. Does any one know the rules of MOT testing? The seat belt lock and unlocks fine, it just you have to push the button first to lock it.

If I do have to replace it, can any one recommend a cheap solution. I was considering doing it myself but am a bit nervous about working on an important safety device.
