You can certaintly have a go at cleaning and lubricating it,if that doesn't work then they are very easy to replace.
Having not seen or operated the buckle I can't be 100% sure,but most testers(including me) would fail a buckle if it didn't lock and unlock as it was supposed to.It's just not worth the agro if you pass it and someone gets hurt in an accident afterwards due to a belt not opertaing as it should.
I know it's a pain,but the MOT is there primarily for your safety.
I'd rather push my Alfa than drive a BMW....
