Could be a case of crossed wires somewhere. I'm afraid there is no easy answer. Probably best to check the wires at the light fixture end to see the condition they are in before you do anything else.
I had a similar problem with the wires that run to my engine cooling fans....got through about three fuses before I sussed out what it was. Bit of solder here and a bit of electricians tape there, jobs a goodun.
Hope your is that simple. Let us know, there maybe someone else that has further knowledge.
EDIT: Just as an afterthough, are you using the correct fuse rating. I don't presume your an idiot but it has been known and it's quite a simple mistake to make.
