renault rear bolt stripping

Hi, today i was rotating my tires around in my 1999 renault laguna(rear drum brakes) and while i was tightening my rear left tire bolts(with a torque wrench @74ft-lbs) i felt two of the bolts getting tighter and suddenly letting loose. I assumed i stripped the threads on the brake drum(and it looked like it) so i replaced it(i had a spare used one). However while i was tigheting up the new one it happened again!

Am i using the wrong torque?Are they so easy to strip? What am i doing wrong?
