Yes the Black ECU part comes with the pump.

It's up to the garage really...they may want to change the whole lot, but that may be because they think they have to and don't know that it's normally only the ECU part that is faulty.

One of the guys in the thread I linked to changed the ECU part without removing the bumper, he just removed the plastic wing liner...this will save a lot of time and reduce the risk of breaking other things which is always a concern when gaining access to parts.

Make sure to have a good read through the linked thread a couple of times and then you'll know the shortcuts.
Anything that saves having brake fluid running down your arms has to be a good thing!

To do this:
Hover over the "TOOLS" tab at the top of the page
> then in the dropdown click on "User Dashboard"
> click on "Edit Your Details" at the top Left hand side.
> scroll down to the "What's current in your garage?" box and enter your vehicle details.
> Once the details are entered scroll down to the bottom of the page and click "Save Changes"

> Done.
