Hello Karletto. I agree with mad, sounds very much like a brake cylinder. Not too expensive to sort
With regards to the tightening of the handbrake, this can be done underneath the car at the rear, at least on my old Laguna there was a tightening nut hidden behind the exhausts heat shield. Be careful if you tighten there though as when I did mine it was so rusted the damned thing broke. Ended up doing a botch job using a rod from a later phase Lag as we couldn't get an earlier one from the scrappy and Renault said they don't sell the part seperate and wanted over 200 for a whole handbrake assembly .
