You could try the old engineers trick for cleaning out threaded holes. Take a suitable bolt (with good threads and not one of the wheel bolts) cut a couple of hack-saw slot vertically at right angles to the thread - run the bolt in an out numerous times using WD40 or similar - clean the hacksaw slot each tinme you remove the bolt. The slot acts a collection area for any rust or gunge. Not the perfect answer but it may help.
