Xenon self-leveling do you need to remove bumper?

Hi all,

So now I know Xenon head lights have a self - leveling control fitted as standard - required by law. However mine don't work as its missing a part, a rod for adjusting the setting of the lights. Took the car out to a dealer today and had it inspected.

I just want to ask though if anyone knows do you need to remove the front bumper of a Laguna II 1,9DCi Dynamique to get at the self - levelling system.

I'm asking as its just back from the Renault dealership and I am sure as be damned its picked up a few nice scratches on the front bumper - two quite deep and a lot of shallower ones on the wheel arch.
