It isn't on any service schedules to make sure the drains are clear,just as checking for mud under the wheel arches isn't,why would it be?
Its an owner/drivers responsibility to clean the car properly although some here think they are allergic to water other than on painted surfaces.

If it was me id just stick a pressure washer down the drains,2 minute job.

Maybe you could demonstrate how it can be done without removing the wiper arms, renewing the cabin filter, the scuttle panel and the inner wheel arch liners - would be a great help to members. Plus there is a risk you will damage the rubber pipework and the anti-vermin traps.
You also have to consider the car is a lease vehicle and I would be fairly sure the terms of contract would prohibit work carried out by an unapproved person or company.
