It isn't on any service schedules to make sure the drains are clear,just as checking for mud under the wheel arches isn't,why would it be?
Its an owner/drivers responsibility to clean the car properly although some here think they are allergic to water other than on painted surfaces.

If it was me id just stick a pressure washer down the drains,2 minute job.

There is cleaning the motor and having to strip out half the front end to even see the drains, let alone clean them.
Service schedules and maintenance these days assumes that the owner checks fluids, tops up with fuel and goes to the dealer for anything else.
Lease hire T&Cs usually prohibit anyone touching the motor.
(I was once given a right tattering by my director for replacing a split wiper blade on a lease car.)

They cannot have it both ways. If it is an item that the owner should keep clean, then it should be itemised, with instructions, in the owner's manual.
If it isn't and it can cause the sort of flooding that we know it can, it should be in the dealer service schedule.

Get on the blower to Renault Customer Services .
And back to your lease company, they may be thinking that you've been off roading and not cleaned the crud out of the corners under the bonnet. Take a photo of the underscuttle area and ask them how you find the drains and clean them.
Get them out of the mindset that it is your fault and into the one that this is an impossible job without major dismantling and they will put pressure onto the dealers.
