Hi - I think the part you are referring to is the Throttle valve Damper which activates to stop the engine by cutting off the air to the inlet. From the Haynes manual this unit is vacuum operated by a solenoid valve which (according to the manual) is located to the right of the throttle valve housing as viewed from the front of the engine. Could be that either the damper valve plunger is sticking or the solenoid is not operating - I suggest you check out the condition of the vacuum hoses and the electrical connections to the solenoid.
