If you can't see the scratch from the drivers seat because of the mirror then I would think your O.K!(depending on tester,contraversial but true)
Scratches can be removed from windscreens but they take a lot of time and effort to remove and also lead to a distorted view through the screen because you have to remove thin layers of glass to polish the scratch out.
I would put your car through the MOT as is and if it passes then HAPPY DAYS!
If not then there are many independant screen fitters out there who would replace the screen far cheaper than you have been quoted.
DIY fit is near impossible as these screens are 'bonded' and are very difficult to remove or fit without causing damage,it's best left to the proffesionals.As Oilyrag says the windscreen is now used as part of a vehicles body strength so it's important that it is fitted properly.
