Hi Paperhouse - welcome to the real world of European legislation and directives. I think your original question answers it self. A dial display can have at least two measuremnt scales (say one in MPH and the other in KPH or light years if that's what you need). Whereas a digital display can only display one set of numbers or letters at at time - thats unless you are on the Star Ship Enterprise of course I live in Northern Ireland (where we use MPH) and occasionally I have to travel into the Republic of Ireland and what I usually do is put a small sticker on the dash to remind me what the KPH speed limits are in MPH.
You also mention whya should you not be able to change teh dislay whilst the car is in motion - weel with current systems it would be like trying to change the wheel on a car whilst it travelling. In other words the ECU needs to stop receiving information whilst it is being altered.
