The accelerometer and the control unit are usually positioned in the centre of the car behind the gear stick area. If side impact bags are fitted then there is impact sensors in either the doors or sill areas.

I witnessed a Laguna II sitting still waiting to pass through traffic lights when it was side swipped by a fire engine and all air bags (including the curtain bags) on the side of the impact deployed so it would appear the car doesn't necessarily have to be in motion.
