The surface of pads glaze over. They get road dirt, oil , whatever embedded in the surface.
Although generally self cleaning due to wear, I suspect that you may be doing fairly low mileage and not a lot of hard braking so this glaze has built up.
Doesn't overly effect brake performance though it can be measurable. But only time it is measured is at MOT and as long as they pass, who looks?
And can cause brake squeal.
I'd change them.

If discs aren't worn, I'd not change them but I would rub over the surface with a medium grit wet and dry just to help new pads bed in more quickly.
