When handbrake operated, you should see cable and operating arm (at caliper) moving and returning.
If it isn't, check adjustment and cable is free to move.
If arm is moving, suspect caliper problems.

Could be pads sticking in calipers which can allow footbrake to work but not handbrake.
Could be arm has not been returning fully so auto adjust not working
Could be pads not pumped out on footbrake before handbrake applied if new pads fitted.
Could be caliper FU.
