Question Starting problem

I have a 1998 Megane 1.6 coupe that will not start. The problem first started while driving in heavy rain, symptoms were engine spluttering, losing power and eventually stalling, after which it would not start. I called an expert with a diagnostic machine, who told me that the ECU had been damaged by water ingress, and would have to be replaced. I have replaced it, along with the fusebox and plip key set, and also replaced the battery as the old one expired due to attempting to start. The immobiliser now seems to be functioning correctly, no problems with other electrics, but when I turn on the ignition I can not hear the fuel pump working. It was fine before the brain transplant, anyone have any ideas? I am certain the new ECU is not faulty. Just a starting place for where to look would be very much appreciated - I am stumped.
