One of the biggest causes of cars sitting in the middle and outside lanes is not just the fact of trucks passing each other, but the possibility of it. You just know that if you sit in the left or middle lanes in averagely heavy traffic, sooner or later someone will pull out and you'll get boxed in. So you get out early ... but of course, that's what the rest are doing.

The solution (not always practical) would be four lane highways where trucks are restricted to 1st and 2nd lanes, cars to 3rd and 4th lanes and very strict regulation of lane 4 as an overtaking only lane. Of course, cars and light vans would need to use lanes 1 and 2 for joining and leaving, but only for that purpose.

Problem is, it'll cost a bomb to add 4th lanes and, as we know, very little of our road tax and other vehicle related revenues goes on maintaining and developing the road infrastructure.
