Lightbulb 12.3V; enough?

whats the minimum voltage to start an engine? multimeter shows 12.3V. engine dont start - no turn/ only 1 klick from some rele/ fuel pump works; all dashboard lights work; immobiliser light stops flashing when the key is in the ignition; engine starts only down the slope; on the 2nd level of the ignition the fuel pump starts + quite bzzzzzzzz from solenoid of the starter
Currently in Karletto's garage:
1999 Renault Clio Rn 1.2
