No-load voltage doesn't really tell you a lot.

Try putting the battery on load whilst measuring the voltage, for example, put the headlights on & look at the voltage then. What does the battery voltage drop to & do the lights fire up okay?

The clicking you describe does suggest either a duff battery or poor connection somewhere....

Sorry - just saw your post about the new battery. Measure your voltages with respect to the chassis? Is the connection to the chassis ok?

The starter solenoid is usually integrated with the starter motor so you need to find out why it is chatterring. As someone mentioned, check the cable from the ignition.

If you energise the solenoid/relay directly NOT THE MOTOR ITSELF - does it still chatter? If so I guess it could be a starter problem. Check the continuity between the chassis & the body of the starter motor as well as the body of the starter to the battery itself - assuming there isn't a seperate return (which I doubt).
