Rain sensitive wipers and "smart wipers" are two different things.

As said before auto or rain sensing wipers vary depending on the amount of rain, with a sensor in the windscreen near the rear view mirror.

Smart wipers are "normal" wipers that slow down to the next speed when the car is stationary and start off again at normal speed when the car starts to move again, e.g. if wipers are on speed 1, when you stop they go to intermittant, when you start moving again they start continuously on speed 1 again.
