Accident advice

Last week a "friend" of mine had an accident where he was in the right lane of a road, went to do a u-turn and in swinging around clipped a car coming up the inside lane.

Now his car is fine, just a scratch but the other car, an old Peugeot 205 has a dented wing on the drivers side. One week on the guy has come back saying he got quotes and its 300 odd quid to fix it. For 150 a friend will do it for him and he wants paid before getting it fixed in cash - I suppose so the parts can be bought.

What's a reasonable response in these circumstances. Should my friend pay up the 150 and be done with it? Should he not admit liability (he's not really sure what happened or where the guy came from) and consider either compromising ie 100 or not giving anything at all towards repairs?
