The link below is another thread on this forum with pic's on how to remove the dash, Thanks to TazzyK, it's real easy, only watch the plastic clips when you remove the dashboard fascia as they may drop out, just see where they go if they do come off, they are the type of clips that also hold the speaker grills on.

Seems you may have a loose connection or may be even damp, check that relay is seated properly first, also the contacts on relays are simular to a set of points on a 70's car and can burn out causing bad connections, which may also be why it is clicking away and eventually making a proper contact once the cars cabin warms up, making the metal contacts expand allowing them to connect properly.
try swapping the relay with one of the same value, you may find one near the clicking one?
