I think you have rear discs on your Clio.

Strip down and clean about 30 minutes.
Which would make your 76 quid almost 160 per hour. Which is pricey even for main dealers.
I've just found a set of discs and pads for 76 quid.... fitting maybe another 50 ?
Shop around.
National franchises tend to be good value for brakes though a decent independent will often be cheaper.

Yes handbrake uses same pads as foot brake.
But operated by differing mechanisms.

If brakes are okay otherwise, just stick it in gear when parking up for extended periods and leave the handbrake off.
This sort of sticking can and does occur even with brand new kit on board
