I guess your talking about hazard lights,and yes they are testable.

They must work with both the ignition on and off,and have a 'tell tale' which lets the driver know they are on.This is usually a light on the switch/dashboard or a buzzer(very unusual).If your car hazards don't work,then it's a failure I'm afraid.

I'd rather push my Alfa than drive a BMW....
