Why does the system have to run on a monthly basis. Surely with todays computerised sytems it can be easily calculated on a daily or weekly basis.

Obviously the system as it stands is not fit for purpose and neither are those who administer the scheme.

Let's be honest the Vehicle Licencing Scheme is purely a tax on vehicles and no longer is used as a means of financing the road network so motorists are currently being taxed for owning a vehicle rather than by how much they use it.

Imagine having to pay for the duty up front on a pint of beer just in case you decide to go to the pub for a night out on your birthday next year. Similarly I don't pay income tax until I receive an income and I don't have to pay VAT or duty on a product until I actually pay for it and have use of it.
