Hello and welcome to the forum.
For the key to the roof bars,you could try and contact the previous owner to see if they still have the key,and if not you'll have to try and contact the manufacturer of the bars and source a new one.If they are genuine Renault,then obviously a dealer will be able to do this.
As for the spare key,as long as it is a key and not a keycard,many autolock specialists can cut and programme keys for a fraction of the cost of a dealer.An average genuine key is around £140,so look in the yellow pages and phone round a few specialists and see how much you could save.
