The xenon bulbs use 30000 volts for a second or two on starting up, once they are lit they only use just 30 volts.
You first need to know if the bulb has gone or whether the HID ballast has gone, one way to test is to swop the bulbs over.
Condensation does not affect the bulbs.
The HID ballast sits in a well under the headlight, in wet weather this well gathers water which can get into the HID and stop it working.
Xenon bulbs can be bought a lot cheaper than Renault supply them for.
