It is an offence to let another person drive a vehicle on a public road if it is any way unsafe due to worn or defective parts, so yes the seller is responsible. If the vehicle is advertised as being for spares or repair the seller must ensure the vehicle is trailered or towed away. If they watch the buyer drive the car away to "just around the corner where I have a trailer waiting
" they are equally liable should the buyer have an accident on the way home.
