The official line is that you have to compare the noise with a car of the same type with an original exhaust in good condition,so really all exhausts that are louder than standard should fail.......What happens in reality is that most are passed,unless they are particualrly noisy.It's pretty much left to the discression of the tester,which does mean that there are verying degrees of strictness from one tester to another.
The Police or VOSA inspectors will,I suspect,use a proper meter if you are pulled over at the side of the road,but as yet this hasn't happened as part of the MOT.
I'd rather push my Alfa than drive a BMW....
