Laguna I 1.9DTi - rev counter problem

Hi All,

i have 1998 Laguna 1.9 DTi, and from recently i have problem with rev counter. He started to jumping up and down without any rules but the engine and other instruments works fine. I was in the service, and they said (after 30 minutes of diagnostics ??!!) that complete instrument panel must be replaced, and the price is 1500 EUR.
I think it is a contact or/and wiring problem, but i don't know which wire and where to look.

Thank you for any advice or idea.
