I can't even begin to offer a reason for the former.
Tyre patterns are graded for many factors; road noise, rolling resistance, wet-grip, ride, etc.

A general rule of thumb is that cheap tyres will do badly in ALL areas; expensive tyres will do well in ALL areas, and 'specialist' tyres (such as performance-orientated rubber) - will do extremely well in a few areas, but poorly in less 'prioritised' ones.
