Hi Espaced - now I understand - it is a damping device to prevent the butterfly snapping closed - if allowed to suddenly return there is a risk of it jamming closed. It is supposed to just restrict the very last few mm of closing. Maybe it dirty or worn - you could try a couple of shots of WD40 or the like
