There is also a timer and temperature unit which controls how long the glow-plugs stay on for - could be it has been damaged. I suggest you connect a test lamp to one of the glowplug leads and time how many seconds the plugs get supplied with current - I use the stop watch facility on my mobile phone to measure the time.
Also check that each glowplug is getting current as some are connected in pairs.
