I think your problem is actually blocked drain holes located under the wiper/heater panel under the windscreen. What happens is that leaves and dirt accumulate in the rubber drain grommets and block the water from escaping down into the wheel wells. As more water accumulates the heater box floods and it drains into the interior of the car. Sure way to tell is to put the heater on blow and listen for water splashing about.
I had a similar problem on my Cayenne.
Open the bonnet, remove wipers and take the plastic panel (2 pieces) look down below the heater box (drivers side), you will probably see water there and feel with fingers for a rubber grommet - should pull out easily and will be rammed with dirt.
The similar grommet on the passenger side is located under the washer bottle. I removed the bottle and power-washed the whole area to clean it of debris.
