If the vehicle does not have ABS it is probably fitted with a load sensing valve which may have become seized. If it jams - fluid will not be able to return to the master cylinder causing the rear brakes to stay on. The fact that releasing pressure via the bleeder would point to an hydraulic problem. In other words either a pipe or valve is preventing the fluid to return after the foot brake is released.
