What may be referred to as dust shields on rear brakes serve a dual purpose - apart from catching dust they prevent water and debris (especially small stones) thrown off the front tyres from reducing brake efficiency.
I do know in some Scandavian countries rear brakes on many models must have a shield to prevent snow thrown up by the front wheels lodging on the rear discs and freezing.
In fact many must have at least 3 mud or deflection flaps each side.
My Honda has mud flaps at the rear of each wheel plus another shield plate just in front of the rear wheels even though it has rear drum brakes.
