Not heard of any issues regarding turning the seals in master cylinder

Same engine as mine so assuming air filter in same/similar place.
Some of the plastic scuttle has to come off to lift air filter out but that is only awkward part.
Not sure on the Megane but on the Scenic, it is remove the rubber seal strip on the scuttle (pull)
Remove the half of lower scuttle that is above filter. (two or three pins, 10mm socket)
Bend a little (designed in) bendy bit out of the way, get filter out.
If the Meg hasn't got the lower panels (not sure) and whole scuttle panel needs to come out, wipers will need to come off... probably need a puller and mark positions so you can replace in same spot.
I'm fairly certain that there are some photo "how to" threads on scuttle drains and may include the Meg, will give you an idea on the scuttle removal and how to check/clean the drains.... which is well worth putting on your to do list
